Stephen Phillips

stephen phillips Stephen Phillips was born in 1957, educated at Bristol and Southampton universities (B.A., LLM), and qualified as a  solicitor (England and Wales) in 1984. He joined the secretariat of the European Commission of Human Rights in 1985,  and became a member of the Registry of the European Court of Human Rights on the entry into force of Protocol no. 11  to the European Convention on Human Rights in 1998. Promoted to head of division (1993) and deputy Section Registrar   (2006) he has been Registrar of Section III of the Court since 2014. The case-load of Section III includes applications against Spain, the Netherlands, Romania, Serbia and Armenia, as well as cases concerning the conflict between Ukraine and Russia.
